“Muliwai History

Family History

“Jane McIntyre (my great-grandmother) was born in Lahaina in 1847. Her parents were from Scotland via the South Pacific.

In 1866, she married John Walker in Honolulu.  John was born in Scotland and moved to the US as a boy. He later moved to Hawaii for his health, at the suggestion of Brigham Young, whom he met when leading wagon trains of Mormons from the mid-West to Utah.

John Walker held many positions in the cabinets of King Kalakaua and Queen Liliuokalani and was a member of the Hawaiian House of Nobles.  

The Walkers had 11 children. The youngest child was my grandfather H. Alexander (Alex) Walker, born in Honolulu in 1885. He was the President and CEO of American Factors (later called AMFAC).

Alex married Una Craig (from California) in 1920. They met while both surfing at Waikiki Beach.

They lived in a variety of  houses in Nuuanu, their last house being what is now generally referred to as the "Walker Estate".

The Building of Muliwai

In 1939 or so, the couple decided they wanted a "country house" to get away from the hustle and bustle (ha!) of Honolulu.

Una located the property that is now Muliwai and purchased it with her own money. She supervised the drawing of the plans and was very involved in monitoring the construction.

The architect was well-known Honolulu architect Burt Ives and the house was designed in the old Hawaiian style, incorporating elements of traditional Hawaiian construction (open sides, tall ceilings) and plantation-style "board and batten" architecture. (Given the family's involvement in the sugar industry, it was poetic that the property viewed the pier on which sugar cane from the Kahuku Sugar Mill was offloaded from railway carts to schooners. It is also a coincidence that the Walker's youngest child Ann would later marry the man who was, for many years, the manager of Kahuku Plantation.)  

The original house (now the property of James Greig, M.D.) consisted of 3 bedrooms for the couple's 3 children (who were approximately 12, 17 and 25 at the time the house was built).

Another structure built on the property at the time was a two bedroom/1 bath cottage ("Gramp's Cottage") up on the hill (which is the same "cottage" that is now the ocean-side wing of our house). The structure was Una and Alex's bedroom suite.

Also built was a caretaker's cottage which still exists near Kamehameha Highway and is owned now by the Greig family.

The property was about 5 acres.

The Walkers never lived full time at Muliwai but drove out from "town" nearly every weekend. The house was named "Muliwai" by Una. Muliwai means "stream" or "enclosed water" in Hawaiian. (There is an unrelated Hawaiian song entitled "Muliwai", which many of Hawaii's old musicians played when Una, and later my mother Nancy Walker, entered the room at a party or club.)

Glamour Days

For three decades, Alex and Una entertained frequently at Muliwai. While some guests stayed the night or over a weekend, most came out for the day and for lunch.

The Walkers were very close to the members of the Pacific Command (CINPAC) during the years of WWII and beyond. Admiral Nimitz was a close friend and visited nearly every weekend he was in Hawaii. Other well-known admirals were also frequent guests (Radford, Spruance, Felt, Sharp).

The Walkers spent a great deal of time in Washington, D.C. during the 1930s and 1940s while Alex lobbied in Congress on behalf of the Hawaiian sugar industry. While there, they met many of the country's leading figures.

Famous guests at Muliwai came from all walks of life and included: Henry and Claire Booth Luce, Mayor John Lindsay of New York City, William F. Buckley, Samuel Goldwyn, Loretta Young, the President of Finland, Secretary of the Navy Frank Knox, Secretary of State John Foster Dulles, General of the Army Omar Bradley, Douglas MacArthur II and many others.

In the 1950s, a 9 hole pitch and putt golf course was designed by Mr. Walker and Admiral Radford. The tees for the course spread over the entire parcel (including several on what is now our land). The course had orange metal tee markers, monogrammed golf towels and printed rules.

The Muliwai stream was used for fishing, canoeing, and boating. There was a "slip" carved into the stream bank for the mooring of my father's small boat the "Windy".

Many games of horseshoes, hide and seek, and paddle tennis were played on the property over the years.

In 1946/1947, a second cottage was built on what is now the Lilly property. This was used for guests, particularly military ones. This structure was called the "Shell Cottage" or the "Admiral's Cottage" and burned down in the late 1970’s.

In the 1960s another bedroom and bath were added to the main house.

In the 1960s the "Western Governors' Conference" was held at Muliwai.

The house was also the site of many beach parties for the teenage grandchildren of the Walkers in the 60s. Many weddings, baby luau, birthday and anniversary parties, have been held on the various, now-divided, properties in the last 8 decades.

Subdivision of the Property

Mr. H. Alexander Walker died in 1969. Una Craig Walker died in 1987.

After Mrs. Walker's death, the property was divided among her three children.

Daughter Ann Walker Burns received the parcel with the original house. Mrs. Burns sold her property to the Greigs in the early 1990s.

Virginia Craig Lilly, who already owned a small parcel and house on the Kahuku side, received the Kahuku-most area of the larger property. Virginia ("Ginger") built the small house next door ("Waipuna") on her second parcel in the 1990s. The house is in the same style as the original house.

Henry A. Walker Jr. (my father and the former CEO and Chairman of AMFAC, Inc., at one time a Fortune 500 company) received our current lot with the "cottage" on it and the paddle tennis court area. My parents (Henry and Nancy Walker) built our exiting house in the early 1990s. The architect was Philip K. White of Honolulu, whose family has a lovely house in a similar style (used in the filming of "The Descendents") across the road, closer to Hauula.) The design of the house incorporated the pre-existing cottage, creating a U shaped structure facing the great lawn and ocean. The paddle tennis was refurbished at this time and the pool added.

Henry and Nancy Walker entertained many dear friends and business associates at Muliwai, frequently serving Hawaiian food.

Henry A. Walker, Jr. died in 2000 and Nancy Johnston Walker died in 2012. The property is now owned by their daughter (me) and her husband Richard Kowen.

Halloween In Kailua: What to Do?

Halloween in Kailua can be creepy and fun for both kids and adults. There is a lot to do this year, even though Halloween is in the middle of the week, on Wednesday. Hope you are ready with your Halloween costume because the Kailua Halloween festivities have already started!

Monster Mash-Up Halloween Event, by Alexander & Baldwin – Sat. 10/27: 5-7 pm

Alexander & Baldwin is hosting a monstrously fun Halloween in Kailua Monster Mash-Up Event for all ages, on Saturday, October 27, 2018. This Kailua Halloween event will be held at Kailua Town Center, in the Kailua Parking Garage, in front of Long’s Drugs.

There will be a Halloween costume parade for keiki. The Monster Mash Halloween in Kailua will also feature other free activities, such as games and crafts for kids. In addition, Kailua Halloween Monster Mash-up will feature Trunk-or-Treat Halloween vehicles and mini pumpkins for the kids, while supplies last. And don’t forgot to take a selfie with the blue and green monsters.

Music on-stage will by provided by Romeo Valentine from 93.3 and DJ Mike Fiesta. Dogs are welcome, and there is even a Kailua Halloween pet costume contest, sponsored by Calvin + Susie and the Kailua Animal Clinic. CLICK HERE for contest rules.

Halloween in Kailua: Lots of Scary Fun!

Trick or Treat Neighborhoods

Festivities for Halloween in Kailua would not be complete without lots of trick or treating on Halloween Night, Wednesday October, 31, around Kailua’s various neighborhoods. Many neighborhoods feature great trick or treating environments. Three Kailua neighborhoods, in particular, are known for being extra friendly to trick or treaters and lots of fun.

Aikahi Park

Aikahi Park trick or treating is prolific, especially when Halloween occurs on a weekend. This is one of the best areas of Kailua for trick or treating and many kids drive into the area from other neighborhoods. Aikahi Park is nice on Halloween because there are no hills, there are sidewalks, and the neighbors are friendly and usually many will participate in the festivities.

Lanikai

Lanikai is a tight-knit community, right on the beach, and neighbors rave about Halloween there. Some people open the gates of their grand estates (I have heard) and have amazing treats and decorations. Lanikai is a little less kid-friendly because there are no sidewalks, but still will provide a great Halloween in Kailua experience.

Enchanted Lake

Enchanted Lake is similar to Aikahi Park, but on the other side of Kailua. The neighborhood of Enchanted Lake has friendly neighbors, lots of kids, no hills, and nice sidewalks. It is not usually as busy as Aikahi. This is still one of the best areas of Kailua for trick or treating. On Paokano Street, near Iana Street, there is an Annual Mini-Haunted House, as well! This Haunted House, this year themed “Creatures of the Night” is free and is, typically, not overly gory. It is usually suitable even for small kids and I would describe it as more spooky than scary. I actually find it quite entertaining, short and sweet, but still lots of fun! Come join in the Halloween in Kailua festivities!

Oahu is a haven for dozens of beautiful golf courses. In Kailua alone, there are at least 4 golf courses. Every community on Oahu has at least one golf course nearby. Along with the recreational opportunities presented by Oahu golf courses, is the chance to live in golf course homes on Oahu. Golf course homes on Oahu span over many towns and communities of Oahu. Oahu golf course homes also are found in many price ranges and include both single family homes and condos. Golf course homes can provide great views and a feeling of being away from hectic town living.

5 Top Areas for Golf Course Homes on Oahu | Great for Golfing or Just a Beautiful View!

Here’s some information on 5 of my favorite golf course communities on Oahu. This is not an all-inclusive list. If you would like more information on golf course homes on Oahu or in any specific area or price range, please contact me directly.

#1 – Diamond Head – Waialae-Kahala – Waialae Golf Course Homes on Oahu

$2,000,000-$5,000,000 Price Range – The Waialae Golf Course area is one of the nicest areas of Honolulu, in the Diamond Head region of Oahu. This area has the most high-end golf course homes on Oahu, located adjacent to the Waialae Country Club and Golf Course. This neighborhood is near Kahala and the Kahala Hotel, and Kahala Mall, and convenient to the freeway, as well. Waialae-Kahala golf course homes on Oahu are very desirable and range from simple, mid-century ranch homes to newly built mega-mansions. Some have golf course views or frontage and some also have ocean views. These are custom homes and they have a wide range in both size and style.

#2 – Kailua – Enchanted Lake/Country Club Knoll – Mid-Pacific Country Club Golf Course Homes

$1.300,000-$1,900,000 Price Range – The Enchanted Lake and Country Club Knoll areas are some of my favorite neighborhoods on Oahu. Located in Kailua, these Mid-Pacific Country Club golf course homes on Oahu are popular and rarely available. These homes range from mid-century bungalows to stunning newly built homes, as well. Golf course frontage homes in Kailua are in high demand and having this frontage provides gorgeous views and a feeling of peacefulness and space. In addition, the homes in Country Club Knoll are also very close to Kailua Beach Park and Lanikai Beach, while the Enchanted Lake golf course homes are within about 2 miles of Kailua Beach. Both are a short drive to the center of Kailua Town. These features make Enchanted Lake and Country Club Knoll one of the best areas for golfers to live on Oahu.

There are no golf course homes for sale in Kailua’s Enchanted Lake or Country Club Knoll neighborhoods right now, but here is one that I sold a few years ago in Enchanted Lake. (MLS #201620046 for $1,413,000).

#3 – Ko’Olina – Ko’Olina Kai Golf Estates – Leeward (West) Oahu

$1,000,000 – $1,900,000 – The Ko’Olina Kai Golf Estates neighborhood is one of the best areas for golfers on Oahu. The Oahu golf course homes in Ko’Olina are on the West side or Leeward side of Oahu, in the city of Kapolei. Ko’Olina is a luxurious planned community with both single family homes and condos. Besides that, the Four Seasons, Marriott, and Disney Aulani also have resort properties in Ko’Olina. Several of the subdivisions in Ko’Olina have easy golf course access, but my favorite is the Ko’Olina Kai Golf Estates. These single-family detached homes with golf course frontage were built in the early 2000s, making them some of the newer built golf course homes on Oahu. Also, this area features membership to the Beach & Sports Club, for tennis, gym, and fitness classes, along with proximity to the Ko’Olina Golf Club. Ko’Olina Golf Club was rated as one of the “Top 75 Resort Courses in the U.S.” by Golf Digest.

#4 – Hawaii Kai – Queen’s Gate – Hawaii Kai Golf Course Homes

$1,000,000-$1, 500,000 – Another favorite area for Oahu golf course homes is Queen’s Gate in the Hawaii Kai region of Honolulu. The 120 golf course homes in Queen’s Gate are part of a PUD. Queen’s Gate provides a resort setting, in a gated community in Hawaii Kai. Queen’s Gate fronts the Hawaii Kai Golf Course and provides a turnkey Oahu golf course lifestyle. Amenities of Queen’s Gate include tennis and racquetball courts. Queen’s Gate was built in the late 1970s.

#5 – Ewa Beach – Hoakalei

$900,000-$1,500,000 – In Ewa Beach, there are several areas of Oahu golf course homes. Some golf courses in Ewa Beach, include the Ewa Beach, Hawaii Prince, and Coral Creek Golf Courses. One of my favorite areas for golf course homes in Ewa Beach is in the new Hoakalei subdivision, near the new Hoakalei Country Club and Golf Course. Ewa Beach is one of the more affordable areas of the island, with newer construction. Besides that, it has great shopping, the beach, and other amenities nearby. And with an average of 267 sunny days a year, Ewa Beach is a great place to live a golfing lifestyle on Oahu.

Diner en Blanc Honolulu | An Evening of Surprising Splendor

I attended the 5th Annual Diner en Blanc Honolulu last night and had a fantastic time! But this was no surprise. It was my third time at Diner en Blanc on Oahu and I’ve loved it each time. What was surprising was the location… They never announce it before the event, itself. Past locations have included Kualoa Ranch’s “Jurassic Park” meadow on the Windward Coast, Iolani Palace, Ko’Olina, and the rooftop of the Hawaii Convention Center. Diner en Blanc Honolulu is always held in a spectacular and stunning spot, under the stars, rain or shine. This year it was held at Turtle Bay Resort on the North Shore of Oahu and there were approximately 2,000 in attendance.

Legal Nightly Rentals on Oahu | Condotels, BnBs, and TVUs

I get many questions from buyers about purchasing legal nightly rentals on Oahu, aka “vacation rental” properties on Oahu. With the popularity of services such as AirBnB and similar vacation rental sites, more and more homeowners are looking for ways to help pay the mortgage. Other buyers live off-island and would like a pied-a-terre on Oahu that partially or fully pays for itself.

Whether or not nightly rentals are legal on Oahu mainly depends upon zoning, with a few twists in terms of non-conforming use certificates. Residential zoning typically requires rentals to have a 30-day minimum term of occupancy.

Legal nightly rental on Oahu: BnB vacation rental in Kailua.

Currently, there are 3 main types of properties that allow legal nightly rentals on Oahu(rentals under 30 days). These property types with legal nightly rentals on Oahu are:

  1. Condotels

  2. BnB Properties (or Bed and Breakfasts)

  3. TVUs (or Transient Vacation Units)

1. The Condotels – Legal Nightly Rentals on Oahu

Condotels (Condo-hotel) are the first type of legal nightly rentals on Oahu. Condotels on Oahu are typically properties which are in Hotel and Resort (versus Residential) zoning districts of Oahu. Many of these are located in Honolulu, specifically, in Waikiki. There are also some Condotel properties in places like Ko’Olina with resort zoning. Some examples of Condotels on Oahu are the Ala Moana Hotel, the Ilikai, and the Ritz Carlton Residences.

On Oahu, you may also see some condominium properties listed in MLS as Condotel, but they are in Residential or Apartment zoning districts. These condominiums may not be true Condotels, but they may be condos subject to a TVU certificate (explained below). You may even find an entire (or close to entire) building or developments with TVU certificates (e.g., Waikiki Banyan, Waikiki Sunset, Kuilima, etc.)! Read on for the differences.

Management of Condotels

In many circumstances, owners may self-manage their Condotel, though some of the Condotels limit outside management options to one or more specified management companies. You can also manage your Condotel through the “hotel pool.” In this case, the condos are managed just like a hotel room. The management company is the hotel.

The management fees for being in a hotel pool are typically higher than for a property management company-managed unit. But hotel pools provide you some advantages. One is the power of bulk advertising and booking. Because hotels advertise and book the rooms through a main hotel website, you may end up with a higher occupancy rate. Another is with respect to consistency. The rooms may be kept more to a consistently high standard when in and maintained with a hotel pool.

Advantages and Disadvantages of Condotels

Oahu Condotels are purchased in Fee Simple, just like a regular condominium. Owning a Condotel can be nice because it allows an owner the option to come visit Oahu and stay in the unit for periods of the year and to rent it out for others. Condotels on Oahu also may have more hotel-like features. They often have resort amenities, including pools, gyms, and restaurants on the property. On the downside, the management fees can be higher, especially in a hotel pool. Also, you may not have much control over decor and the interior of the unit.

Condotels as an Investment?

On a per square foot basis, Condotels generally will be more expensive to purchase than regular condominiums because they offer legal nightly rentals on Oahu and have higher revenue than long-term rentals. But are Condotels a better investment than long-term condo rentals? In my experience, no; they seem to come out about equal, given the management fees and expenses. But you should analyze each property’s returns individually and make a decision based upon specifics. Also note that there can be a very high non-tangible value to have your own, partially paid for, second home on Oahu. Long term rental condos do not provide that advantage.

2. Bed and Breakfast Homes (BnBs) – Legal Nightly Rentals on Oahu

Bed and Breakfast homes (BnBs) on Oahu are typically single-family homes (versus condos) that are located in residential zoning areas. BnBs have been granted a special non-conforming use certificate (not a zoning variance) by the City and County of Honolulu. This certificate allows a non-residential, transient occupancy use while the certificate is valid. Homes which have a BnB certificate have special requirements to keep the certificate. The certificate does not “run with the land” and must be maintained, but may be transferred with a sale for the unexpired term of the 2-year certificate.

Oahu BnB Certificate Requirements

Some of the requirements to maintain a BnB certificate are:

  • The owner or a designated manager must live on the premises (in another room/rooms of the home) while the BnB rooms are rented out.

  • Owners may rent only certain bedrooms in the home (up to a maximum total of 2, with a maximum of 4 total guests) for transient occupancy. These bedrooms must be designated. A floor plan of the residence must be provided to the Department of Planning and Permitting (DPP) showing the location of the BnB room(s).

  • One off-street parking spot must be provided for each guest room on the certificate, in addition to those required for the main dwelling unit.

  • Owners may not use exterior signs and must post the BnB certificate inside.

  • Owners must renew the certificate every two years with proof that the BnB room(s) have been rented for periods of less than 30 days each, for at least 28 days of each period of 12 consecutive months. In addition, the owner must pay GET and TAT on the gross revenue received for the BnB rentals. If the owner does not meet these requirements, the certificate will be lost.

  • Owners must have used the property as a bed and breakfast home, prior to December 28, 1989, and must have been already granted a non-conforming use certificate based upon that use. BnBs established after that date cannot get a BnB certificate and use as a nightly (under 30 day rental) BnB is illegal.

Please Note…

You cannot legally rent out an entire home with a BnB certificate on a nightly basis. You must have an in-residence manager or owner. Also, you cannot deviate from the rooms identified. For example, you can’t later add a rental cottage to the property, in lieu of the designated room(s). Despite the restrictions, this type of non-conforming use certificate is still very valuable. An owner may live on premises and rent out a room or two for extra income. This is exactly what many Oahu buyers are looking for. Homes with non-conforming transient use certificates often sell for a premium.

3. Transient Vacation Units (TVUs) – Legal Nightly Rentals on Oahu

A Transient Vacation Unit (TVU) certificate also allows for rentals of less than 30 days in Residential zoning areas. A TVU certificate is an even more valuable than a BnB certificate because there is no owner-occupancy requirement. Like the BnB certificate, sellers may transfer the TVU certificate at sale, but new owners must maintain the certificate.

Oahu TVU Requirements:

The main requirements to maintain a TVU certificate are as follows:

  • Owners may not use exterior signs and must post the TVU certificate inside.

  • Owners must renew the certificate every two years and they must provide proof that the TVU has been rented for periods of less than 30 days, for at least 35 days of each period of 12 consecutive months. In addition, the owner must pay GET and TAT on the gross revenue received for the TVU rentals. The owner must meet these requirements or the property will lose the certificate.

  • Owners must have used the property as a transient vacation unit prior to October 26, 1986, and owners must already have a non-conforming use certificate based upon that use. TVUs established after that date cannot get a TVU certificate and use as a nightly (under 30 day rental) TVU is illegal.

As mentioned, there are several buildings and developments, especially in Waikiki, in which many units have TVU licenses. Don’t confuse these TVUs with Condotels. Requirements to maintain the TVU certificate do not apply to Condotels.

Buying Vacation Homes for Legal Nightly Rentals on Oahu

Condotels are fairly easy to find and purchase. Vacation homes with TVU or BnB licenses are not as common. For example, there are currently only 60+/- homes in Kailua, Oahu with non-conforming transient occupancy certificates. There are even fewer non-condo single family homes in Honolulu with these certificates. The City and County of Honolulu keeps a list of homes with these certificates.

However, the number of vacation rental homes for sale on Oahu may all change significantly in the near future. The City and County of Honolulu is now considering a proposal to allow owners of ALL Oahu owner-occupied homes to obtain a legal BnB non-conforming use certificate. Further, under the proposed law, Honolulu County may allow a limited number of TVU licenses. If and when Honolulu County passes this legislation, I will post more information.
